Tender opportunity: Suicide Prevention and Postvention RFT

Eastern Melbourne Primary Health Network (EMPHN) invites Tender Responses for the provision of the Suicide Prevention and Postvention services in accordance with the requirements of this Request for Tender (RFT).

EMPHN is funded by the Commonwealth Department of Health to commission suicide prevention services and activities in line with the National Suicide Prevention Strategy (NSPS) and the National Mental Health Commission’s review of mental health programs. This includes direct support postvention and capacity building activities. In addition, the Victorian Department of Health & Human Services (DHHS) has funded EMPHN to deliver a Place Based Suicide Prevention (PBSP) trial in the City of Whittlesea. As part of this agreement with DHHS, EMPHN has utilised Commonwealth suicide prevention funds to support a second parallel trial in the City of Maroondah.

EMPHN’s strategy is to consolidate current suicide prevention services and activities to implement a region wide approach to suicide prevention and postvention for the EMPHN catchment. EMPHN are seeking submissions from suitably qualified Provider/s to deliver a whole of catchment suite of suicide prevention and postvention services and activities. These services and activities will sit alongside EMPHN’s Mental Health Stepped Care Model, and as such, it is a requirement that the tenderer’s proposed suite of suicide prevention and postvention services and activities link in with this model.

Services to be procured

The Provider must have the capacity and capability to deliver a whole of EMPHN catchment suite of suicide prevention and postvention service and activities, which includes but is not limited to:

  • Wellbeing activities
  • Programs and activities that target ‘at risk’ groups
  • Media and communications to promote help seeking and reduce stigma
  • Development of formal protocols and integrated care pathways with tertiary health, EMPHN Mental Health Stepped Care providers and other primary and community health services
  • Community capacity building and training
  • Workforce development building capacity to identify and manage suicide risk
  • Direct support postvention services.

This RFT will require tenderers to lodge their responses in two parts:

(i) The first is the pre-qualification component of the Tender Response

(ii) The second is the remaining component of the Tender Response

Only Tenderers who meet the pre-qualification requirements set by EMPHN may submit the remaining component of the Tender Response. Please ensure you read all parts of the RFT to understand the process for lodging a response.
