Eastern Melbourne Primary Health Network (EMPHN) invites Tender Responses for the provision of the Psychosocial Support Service funded through the Commonwealth’s National Psychosocial Support Measure (NPSM) in accordance with the requirements of this Request for Tender (RFT).

The purpose of the Psychosocial Support Service is to provide non-clinical community-based support for people with severe mental illness and associated reduced psychosocial functional capacity who are not eligible for assistance through the National Disability Insurance Scheme (NDIS).

The focus of the Psychosocial Support Service is to build capacity and connectedness at times when this is most needed, rather than providing ongoing support.

 In simple terms, the psychosocial support service focuses on supporting consumers to:

  • receive practical help (daily living/tasks)
  • be supported (mental health, physical health, education, work, housing, leisure, etc.)
  • get connected (with others, family, friends, peers, community, mainstream supports, other services).  

It is EMPHN’s intention to align delivery of the new Psychosocial Support Service to EMPHN’s Mental Health Stepped Care Model across the north-east, outer-east and inner-east regions within the EMPHN catchment. Tender Responses can be for one or more regions, but must specify this clearly in the response. The successful Service Provider(s) will be contracted for service delivery from 1 April 2019.

This RFT will require tenderers to lodge their responses in two parts:

(i) The first is the pre-qualification component of the Tender Response

(ii) The second is the remaining component of the Tender Response

Only Tenderers who meet the pre-qualification requirements set by EMPHN may submit the remaining component of the Tender Response. Please ensure you read all parts of the RFT to understand the process for lodging a response.
